Exit from the northern portal in Monoco's Station and make your way up to the right, then take the path on the left at the fork. In the next fork in the path, take the left path to reach the other portal to The Carousel, to the left, you can pick up Fueling Break. Also acquirable/upgradable by completing Stage 7, Trial 3.
