Stone Wave Cliffs: Follow the main path to the destroyed airship. Go through the tunnel, cross the platform to reach the other side. Stay on this path until you encounter a duo of a Greatsword Cultist and Reaper Cultist near the bridge. Defeat them to get the Picto. A level 28 variant is also available in Flying Manor.
